Federal Secretary

 

Mr. Arshad Mirza, Secretary, Federal Ministry of States and Frontier Regions is a career civil servant. After doing his M.Sc (Public Administration) from Quaid-e-Azam University, Islamabad in 1981, he joined civil service of Pakistan (District Management Group) in the Year 1983.

 

He has a vast experience of Public Administration and Public Policy Practice. He served as Assistant Commissioner, Chakwal&Murree, He served as Additional Deputy Commissioner, Jhelum, Gujranwala, Rawalpindi and Deputy Commissioner Jhelum. He served as Director Local Government, Administrator, Municipal Corporation and Project Director, Barani Area Development, District Rawalpindi. He also served as Staff Officer to Chief Secretary, Government of Punjab.

 

He also served in various capacities with the Government of KhyberPakhtunKhawa i.e. Secretary, Works and Services, Secretary Health Department, Additional Secretary, Finance Department and Additional Secretary Planning and Development Department.

 

He was transferred to Federal Government and posted as Joint Secretary, Ministry of Finance and Revenue (PMSP Wing), Islamabad, in May 2005. Served in Prime Minister’s Secretariat, ERRA and Environment Division. Elevated to the post of Additional Secretary and worked in Finance Division and Water & Power Division.

 

He joined National Defence University for higher training and obtained M.Sc. degree in Defence and Strategic Studies in 2009. He visited different countries i.e. Philippines, USA, Sri Lanka, Egypt, UK, Kazakhstan, Qatar, Kuwait, Russia and Korea to attend workshops, trainings, seminars, conference and meetings. He attended advance professional courses in institutions like; University of Manchester UK, University of Connecticut, USA Harvard University USA.

 

He served as Secretary, Ministry of Petroleum and Natural Resources from January 2015 to April 2017.He joined as Secretary Ministry of States and Frontier Regions, Government of Pakistan on 25th April, 2017.
